In a medium bowl, whisk together flour, milk, garlic powder, salt, and pepper until a smooth batter is formed,
Coat each cauliflower floret in batter, allowing excess batter to run off, and place on a lined baking sheet.
Bake battered florets until golden brown, about 20 minutes.
Transfer florets from baking sheet to a medium bowl, and carefully toss with hot sauce. Place on a clean baking sheet and return to oven.
Bake florets until crispy, about 5-10 minutes.
